Introduced in 2024, signed in 2025 and implementation due in 2026 – it’s time to understand the Renters Right Act 2025.
So, what is the Renters’ Reform Act 2025?

This law is the largest reform the lettings industry has seen since the Housing Act 1988 and aims to give tenants more security in their homes, whilst also giving the freedom to leave inadequate homes.
The Government have said “While the majority of landlords provide a good service, the Private Rental Sector currently provides the least affordable, poorest quality and most insecure housing of all tenures.”
What will the act do?
- Abolish Section 21 evictions
- Expand Section 8 possession grounds
- Abolish fixed-term assured shorthold tenancies
- Limit rent increases
- Ban rental bidding wards
- Introduce a Landlord Ombudsman
- Create a private rented sector database
- Apply the Decent Homes Standard
- Prohibit discrimination
- Allow renting with pets
Is there a difference between the Renters’ Reform Act & Renters’ Reform Bill?
There is, but they are very similar so we understand why it seems confusing! The Reform Bill was established by the Conservative Government but didn’t pass before Labour won the election – meaning the Reform Bill wasn’t put into action.
Labour have since developed and strengthened the criteria and forged the Renters’ Reform Act.
